Bali Property Investment: Full Guide to Ownership Rules, Costs, Rental Yields & Best Areas
Is Bali Property a Good Investment?
Bali property investment involves building or buying villas and land to generate rental income and long-term capital growth. The market remains attractive because of its maturity, improved infrastructure, rising international demand, and a growing population of long-term residents and remote workers.
However, as new areas develop, the opportunity to invest before prices rise further may be limited. Investors can select from off-plan developments, turnkey villas, or land, based on their objectives, budget, and strategy.

Is freehold (Hak Milik) ownership possible for foreigners?
No. Under Indonesia’s Basic Agrarian Law (UUPA No. 5/1960), Hak Milik is generally reserved for Indonesian citizens. Foreign individuals cannot directly hold this land title.
What are the risks of nominee or “under-the-table” ownership structures?
Nominee arrangements designed to bypass foreign ownership restrictions are legally risky and may be unenforceable. The foreign investor may also lose control of the property if the nominee dies, divorces, becomes bankrupt, or disputes the arrangement.
How long can I hold a leasehold or Hak Pakai title?
- Leasehold (Hak Sewa): Commonly 25–30 years, with extensions subject to the terms agreed in the contract.
- Hak Pakai (Right to Use): Generally granted for 30 years, extendable for 20 years and renewable for another 30 years, potentially reaching 80 years in total, subject to eligibility and applicable regulations
Which areas in Bali offer the best rental yields?
| Area | Typical STR Net Yield | Key Drivers |
|---|---|---|
| Canggu / Berawa / Pererenan | ~9–12% | Strong rental demand and established tourism market |
| Uluwatu / Bingin / Bukit | ~10–12% | Premium rates and strong surf and tourism demand |
| Ubud | ~8–10% | Wellness and cultural tourism with lower entry prices |
| Seminyak / Petitenget | ~8–11% | Mature market and consistent visitor demand |
*Actual returns vary by property, operating costs, occupancy, nightly rates, management, and market conditions
How do property management fees and taxes affect my returns?
Management fees and taxes reduce gross rental income to your actual net return. Villa management fees commonly range around 15–25% of gross revenue, depending on the operator and services included. Investors should also account for applicable income tax, VAT, land and building tax, and other operating costs.
How much do I need to invest in Bali?
Entry costs depend on the location and property type. Entry-level villas in emerging areas such as parts of Ungasan and Uluwatu may start around IDR 1.8–3 billion (~USD 110,000–190,000).
Do I need a KITAS or Second Home Visa to invest in Bali property?
Not necessarily. A KITAS or Second Home Visa is generally not required to acquire a contractual leasehold interest or invest through an eligible PT PMA structure. Personal Hak Pakai ownership, however, is subject to specific residency and eligibility requirements.
What licenses or permits are required for short-term rentals?
Short-term rental properties must comply with the appropriate business, building, zoning, and tax requirements. Depending on the property and business structure, these may include an NIB, appropriate KBLI/business licensing, PBG, zoning compliance, and tax registration.
What happens to my property rights when the lease term expires?
For leasehold property, when the lease expires without an extension, your right to use the property ends and it returns to the landowner.
For HGB held through a PT PMA, rights end when the title expires unless extended or renewed. Renewal is subject to applicable regulations and is not automatic.
